Asset management is an internationally recognised discipline for the sustainable management of built infrastructure and services.

It is concerned with the financial, social and environmental sustainability of delivering services for our communities. The International Standard on Asset Management ISO 55000 defines asset management as:

“…the coordinated activity of an organisation to realise value from assets”.
Good asset management maintains an understanding of the cost, risk and performance trade-offs in the short, medium and long-term, when making decisions regarding community owned infrastructure assets. To enhance the quality of life of our communities through public works and services IPWEA strives to :
  • engage with and inspire members and the greater public works community;
  • grow professional networks to inform, connect and transfer knowledge;
  • engage with strategic partners and industry;
  • provide leadership and advocacy to influence policy and industry direction;
  • research, develop and deliver programs, products and services that build professional capacity;
  • govern & operate effectively, efficiently, and sustainably

To achieve these objectives, IPWEA has established the IPWEA Asset Management Committee to support the strategic imperatives outlined in its three-year Strategy.

PURPOSE

The role of the IPWEA Asset Management Committee is to provide strategic direction and leadership to facilitate an informed debate on policy and education in the asset management discipline as it relates to the public works sector.

STRATEGIC IMPERATIVES

The strategic priorities of the IPWEA Asset Management Committee are:

  • Leadership – lead the future of the public works profession and asset management professionals.
  • Education – provide feedback and input to support IPWEA’s educational strategy. Offering guidance, support, and industry perspective to guide the education pathway, certification, and connections.
  • Policy advice – to provide guidance and support on key policy / technical areas around asset management planning, climate change / asset management resilience and emerging technologies in asset management that influence policy and encourage a positive industry direction.

Ross Goyne

Chair
Ross Goyne BE Civil; Grad Dip ME; FIPWEA

Ross Goyne is a qualified Civil, Municipal and Water / Wastewater Engineer with over 43 years’ experience. He worked in Local Government in many senior management roles for a period of 27 years in seven municipalities across two states.

Moving to private industry in 2005 he ran his own consultancy Director Ross J Goyne Consulting P/L for over 13 years. The consulting focussed on providing specialist support for public works organisations in Asset Management and Project Management.

Ross has passion for and been involved with Asset Management and Geographic Information Systems since the early 1990’s and was the recipient of an Institute of Municipal Engineering Foundation - Overseas Study Tour award to the US & Canada in 1992 to further study these topics.

In 2013 he was the recipient of the prestigious Municipal Engineering Foundation Victoria, Excellence in Engineering Medal (The Cedric Tuxen Medal).

He has excellent presentation and technical skills supported by extensive experience in Local Government and private industry.

Ross currently undertakes casual work for CT Management Group mainly in the Asset Management space on his journey to retirement.

He is a Fellow of the Institute of Public Works Engineering Australasia (IPWEA) and was a Director of the IPWEA Victoria Division Board from 2001 to 2016 and served as President for a two-year period from October 2013. He also served on the Australasian Board of the Institute of Public Works Engineering from February 2011 to October 2017 and was the Australasian IPWEA President from June 2015 until his retirement from the Board at the end of 2017. He is still actively involved with IPWEA.

In early 2020, Ross was nominated by IPWEA to become a representative on the Standards Australia Mirror Committee MB – 019 for Asset Management. This Committee is a mirror committee of the International Standards Organisation Technical Committee ISO/TC 251 - Asset Management.

Ross also participates as an independent expert on ISO/TC 251 on two working groups. WG5 is undertaking a review of ISO 55010 and WG6 is reviewing ISO 55001.

Felicity Zadro

A strategic and passionate communicator, Felicity Zadro founded Zadro in 2007, inspired to support the growth and development of companies through excellent communications.

With her extensive education and experience, Felicity brings a unique approach to communications and to date has worked with over 400 companies. Her training in sociology and anthropology, love of strategy, experience in leading market research projects, training in change management and leadership, combined with her business acumen, allows Felicity to broaden the standard scope of communications practice.

Felicity believes a strong strategic approach is key to all effective business communications. In 2009, Felicity designed and launched Zadro’s very own strategic communications planning tool COMM*BATTM which has inspired over 170 businesses and organisations to articulate their offering and communications and put them on the road to success.

Felicity often leads the creative campaigns of Zadro, and has ghost written millions of words for clients. She believes in the integrity of communications design; whereby internal communications and culture management is just as important as communicating with clients and industry.

Felicity is a specialist in stakeholder dialogue and developing two-way streams of communication moving and flowing for organisations.

In 2017, Felicity was nominated as one of the most influential female entrepreneurs by a panel of business leaders organised through Fairfax and was named Communications Entrepreneur of the Year by CV Magazine.

In 2019, Felicity was named the Unsung Hero by the Exhibition and Event Association of Australasia, recognising her contribution to the industry. Felicity has held positions on Boards, written widely on a variety of communications and business topics and has been a keynote speaker at conferences in Australia and internationally.

David Jeffrey

David Jeffrey

David is based in Auckland, New Zealand and has more than 30 years of experience in a number of corporate and local government environments across the asset disciplines. This experience allows him to bridge the gap between finance and engineering, and provide advice that meets the needs of a variety of asset intensive organisations. David has a passion for infrastructural advisory services, having managed a team of management consultants at a global engineering firm and is now enjoying consulting independently.

David is a very capable project manager, having demonstrated his ability to deliver asset management capability assessments for several organisations including for The Treasury from 2011-2020. He developed the assessment tool that is in use for this assessment, organised the successful delivery of assessments to a high quality, moderated the results, and presented the outcomes back to both government agencies and Treasury both verbally and in written reports.

Prior to independently consulting, David was with GHD for six years, during which time he completed numerous asset management plans, reviews of AMPs and improvement projects. He was the Asset Planning Manger at Auckland City Council, co-ordinating New Zealand’s largest council’s asset management planning efforts, capital budgeting processes and asset systems.

David’s qualifications include a Bachelor Business Studies, Qualified Chartered Management Accountant, Vocational Certificate in Physical Asset Management (2011), Accredited WSAA reviewer, ISO55000 Endorsed Assessor (2014), Investment Logic Map facilitator training and Better Business Cases APMG certificate

Chris Haskas

Chris is a highly qualified and experienced professional known for a combination of focused, leadership capabilities, analytical skills and interpersonal strengths. Chris has completed the Bachelor of Engineering (Civil & Water), Professional Certificate in Asset Management Planning, Diploma of Business Management, Certificate lV in Project Management, Associate Diploma in Civil Engineering and Road Safety Auditor.

Chris is a current Board Member of IPWEA (SA Division) and was a member of the National Asset Management Strategy Council (NAMS). Strong background in asset management, project management and delivery, portfolio management, multi-disciplinary design management, construction management, civil engineering, landscape services, strategic planning and execution, business planning, budget and financial management, risk management, people management, team leadership, training and development, client/stakeholder engagement and relationship building gained from over 24 years of employment history within the local government and private sectors.

Recognised for successfully developing and implementing strategic methods to successfully carry projects to completion in a timely and quality-assured manner.

Brendon Lyons

Brendon Lyons

With over 20 years’ experience in Local Government, Brendon Lyons is a passionate, innovative and strategic thinker applying his skills to the discipline of Asset Management. Having worked internationally for major rail and in oil and gas he felt the calling to Local Government, being driven by the opportunity to deliver optimised community outcomes.

Brendon recognises the importance of education and training to embed asset management in all levels of infrastructure management. His passions extend to the key areas of measurement, monitoring, and reporting of consistent KPI’s and benchmarks across the industry and understanding the impacts of climate change on asset resilience.

Sam Romaszko

Sam Romaszko

Sam Romaszko is the Manager of Engineering Services at Melton City Council, one of Victoria’s fastest growing municipalities and is known for her strategic thinking and passion for infrastructure. An experienced leader with over fifteen years of experience in the local government industry, Sam is responsible for strategically managing Council’s $2.7B asset portfolio, as well as leading the provision of new infrastructure and working with the State Government to effectively plan and deliver infrastructure to meet the needs of growing communities.

Sam holds a Bachelor of Engineering (Civil) from RMIT University and is a chartered engineer.

Steve is a fellow member of the IPWEA and has over 25 years’ experience in infrastructure management across the public and private sectors. Steve has a strong appreciation in the importance of applying robust planning and risk management frameworks to ensure the necessary funds are available to deliver projects and programs at the agreed level of service. Steve brings a depth and breadth of expertise to the team and willingness to share experiences with those who wish to develop their skills and knowledge.

Jacqui Hansen

Jacqui Hansen is a consulting civil engineer with 25 years’ experience in local government. She specialises in Asset Management and for 15 years has provided consulting services to local government, helping Councils to improve asset management practices and develop meaningful asset management plans. Her focus has always been the needs of regional, rural and remote communities. She brings her real-life experiences to the team.

Kerry Brown

Kerry Brown
Professor of Employment and Industry - Edith Cowan University

Kerry Brown is the Professor of Employment and Industry in the School of Business and Law and Research Theme Leader, Natural and Built Environments at Edith Cowan University, WA. She holds a PhD in Industrial Relations from Griffith University.

She is President of the Australia and New Zealand Academy of Management (2020-2022). Professor Brown is a Board Member of the Planning and Transport Research Centre WA (since 2019), Board Member of the Asset Institute and Executive Board Member and Founding Fellow of the International Society for Engineering Asset Management (ISEAM) since 2007. She is a member of the International Standards Organization Technical Committee TC251 Asset Management.

Professor Brown specialises in business management; innovation; public policy and management; HRM; collaboration, networks and business clusters; capability, strategy, management and policy for infrastructure and asset management.
